Home education in Norway:

Flexible, legal — and supervised (2025)

A clear, simple guide for families exploring their options.

Home education (hjemmeundervisning) is legal in Norway under the Education Act.

Parents can teach their children at home if they notify the municipality and ensure education meets the national curriculum’s objectives. Supervision is cooperative and supportive, focusing on whether learning outcomes are equivalent to public schooling.

Is schooling from home legal in Norway?

Yes. Section 2-13 of the Education Act allows home education. Parents must notify their municipality, which monitors progress and ensures education aligns with national goals. No approval is needed, but supervision is required.

What are the steps?

1
Notify your municipality. Send a letter informing them of your intent to homeschool.
2
Prepare a learning plan. Outline how you’ll meet national education goals.
3
Cooperate with municipal supervision. Expect one or two supportive visits each year.
4
Keep evidence of progress. Maintain work samples or reports.
5
Adjust based on feedback. Authorities provide guidance if learning objectives need reinforcement.
In Norway, families who choose hjemmeundervisning (home education) must notify their local municipality and provide an education equivalent to that offered in public schools. It allows flexibility and personalisation, but it also means parents take full responsibility for planning learning, keeping records, and cooperating with municipal supervisors who check progress during the year.

bina is a global, accredited online school for children ages 4–12.

We offer live, interactive, small-group learning that brings the energy and connection of a great classroom into your home.

Small, live classes with caring teachers

Classes are capped at 7 students, so teachers know your child’s name, learning style, and interests. You stay as involved as you want to be while we handle the teaching and structure.

A curriculum that fits your child

Your child learns at a pace that works for them, with space to explore their interests and the support they need to thrive. Our accredited programme is internationally recognised, giving you peace of mind that they’re learning what matters.

Friendships and belonging

Children make genuine friends with classmates from around the world. In small groups, they build confidence, practise social skills, and feel part of a real community — all from the safety of home.

You stay in the know

You’ll get weekly updates on what your child is learning and quarterly progress reports. A dedicated family success manager works with you to make sure everything fits your goals as a parent.
For legal purposes, families in Norway are considered to be home educating. Parents hold the duty to provide a suitable education, but with bina you don’t have to do the teaching yourself. We provide the full school experience.

The questions we hear most from parents like you.

Will my child keep up with the Norwegian curriculum?

Yes. bina’s accredited programme follows international learning standards that align closely with Norway’s national curriculum (Læreplanen). We provide progress reports you can share with your municipality during supervision visits.

Will my child make friends if we learn from home?

Absolutely. Small, live classes and group projects help children form meaningful friendships — both with peers across Norway and classmates worldwide.

How much of my time will this take as a parent?

We handle the teaching, structure, and curriculum. You support your child’s daily routine and coordinate with your local municipality (kommune), but you’re not expected to be the teacher.

Can we return to a public or private school later?

Yes. bina’s accredited curriculum ensures your child stays on track academically, making re-entry into Norwegian or international schools simple.

What about screens?

Lessons are held in short, focused blocks with frequent movement, breaks, and off-screen activities built into each day.

Do we need permission to homeschool?

No. You only need to notify your municipality that you’re providing home education. Approval isn’t required, but the municipality will supervise to make sure learning goals are being met.

Will bina’s programme meet municipal supervision requirements?

Most municipalities arrange one or two friendly supervision meetings per year. Inspectors may review progress reports or talk with your child about what they’re learning.

Can lessons be in English?
